Though anyone that does not receive an opt-out letter is able to opt-in to the aggregation program, AEP Energy can not accept those OPT-IN enrollments until after Monday September 16th which is the next business day after the first opt-out window closes. This assures that they are enrolled on the correct rate and not the rate that expires in October.
